Sparky was an owner surrender to a shelter.  We can only speculate that perhaps they did not have the means to give him proper veterinary care as the reason he was turned in.  He is sweet and lovable and most importantly wants your love.  He has unusual markings that make him just that much more handsome.  Sparky is initially timid when in new situations or meeting new people but warms up very quickly.  I don't know what his prior home life was like but he does startle and scoot with unexpected noises.  He does not appear to have an aggressive bone in his body but I do wonder if he didn't get enough calm in his earlier years.  He loves to be with people and other dogs and enjoys playing with anyone who is up for it.  Sadly Sparky will be losing all of his teeth later this week.  It won't slow him down, in fact it will make him feel a whole lot better, but our assumption is a poor diet and breed issues have wreaked havoc on his teeth.  No chompers means a soft food diet for this guy.  Sparky will do best in a home without small children as he seems to shy away from too much excitement.  If you are interested in a ten pound dog who just wants to be loved on, he may be your guy!
