Clara came to us via the Pamlico County puppy mill bust.  She is totally petrified of people.  It breaks my heart. :(  We are giving her her space and time.  You can tell she really, really wants to interact but her fear won't let her.  She will need a home that will be patient and loving.  She does great with all the dogs in her foster home.  I think it helps her feel more comfortable.  Won't you give this girl a chance love?
