Leo has a gentle personality so far. He likes other dogs. Hobbies include sitting in laps, being carried around, and being spoiled.   He is underweight and I believe his fur is salvageable with a good groomer but has a lot of mild matting (heavy matting was removed).  Leo's foster family has other dogs and children 11-16 and Leo is fine with everyone.  

Leo came from the Bissell Pet Foundation movement to decrease backyard breeders.  Other than that, we have no real knowledge of his history.
